Cox weights for the champs are FISA standard and are in the Rules of Competitive Rowing.
Re: Cox too heavy: I guess that's between Cox, Crew and Coach - no regulations apply.

cox can be any weight over 55kg.

cox can be any weight over 55kg. also, it's over 50 kg for womens boats. In addition to that, an underweight cox cannot carry any more than 10kg ballast. So the minimum weight for coxes at champs is: 40kg for womens crews and 45kg for mens crews, this is a safety rule. If you turn up under these weights you might not be allowed race, just so you know.

If the cox is less than 40kg for women's crew or less than 45kg for a men's crew, he/she will not be allowed race..no question about it.
